You can see a large hula hoop type thing hanging from the left side. What does it do? Does it move? Does its swing? Does it move up and down? Who knows...

It almost looks like an old chimmney converted into sometype of radio tower, the red and white pattern looks like what towers are painted like in the US that are close to or in the flight paths of airports.
Off to each side of the cat walk near the top there looks like 2 small parabolic dishes, (microwave type of antennas).
On the top of the frame work looks to be either 3 antennas, one on each end and one in the middle, or maybe they are lightening rods, although they look to long to be lightening rods.
Or maybe it is part of a big mouse trap game and the hoop thing is the trap that hasn't been finished?
